Please advice if colour gets onto hands or whatever it touches?

No not at all. My son got it on the bed sheet and I can't remember if it left some colour at the time but if it did it must have washed off as I haven't noticed anything.

Will this stuff help improve hand strength after a stroke?

I am not medically qualified to answer your question. My partner had a finger amputated and used these to increase the strength again. Hope this helps.

How quickly does the putty dry out?

I always replace the putty back into the container after use. It doesn’t dry out.
