Will the work in a flat deck installation on an existing aquor universal hydrant?

Yes, this cover will work with the Universal Hydrant. Simply unscrew the default swivel cover from the faceplate, then slide the wedge of the new cover behind the hydrant's faceplate. Use the 3 mounting screws to secure the assembly.
