Can the handle fit over the pull handle of a suitcase?

I returned the item it smelled bad.

Yes, there are straps inside. Plus the bag actually folds up. It "suited" our purpose for the trip we took to enable us to take clothes for a wedding onto the plane so they didn't get lost.
