is the 34.4" H the heigth of the desk itself or the monitor stands?

Dear customer, the height of the desktop is 30 inches and the height of the monitor stand is 34.4 inches.

Can you take the top off later if you want with minimal cosmetic issues or will it leave weird holes?

Those are on the bottom so be very little damage as long as you use the exact same screws so that way they fit through the hole in the metal frame to attach the top. You probably could make a homemade top you would just have to make sure the holes line up.

Is the power supply also a surge protector?

No, as far as I can see, it's just like a regular extension block without any surge protection properties.
