Does this really cool a 400 sq ft room? If it does ow long does it take to cool the room?

Don't know about 400 square feet. I use mine in the sleeper of my truck while sleeping so I don't have to idle all night. Cools about 10 degrees in that smallish space. don't know how it works in bigger areas.

It's about 6 inches on each side... a cube. Not a huge footprint, but does take up some desk space. For $40, it works well enough for me to keep it, even though I live in a humid location. It makes a noticeable change for me in the early afternoon, when the sun makes my work area too warm. Definitely not an air conditioner, but works reasonably well, but kind of noisy. Has about the same pitch as a blow dryer, but not as loud as that.

How many watts does it use?

7.5 watts. It does NOT use 350 watts. A regular box fan used 75 watts.

What size room does this cool? I have medium sized bedroom in house in the 1960s. I'd rather pay $50 vs $90 for a cooling fan

This is good for using blowing directly on you. I bought it for my office, where I am sitting in one place at my computer for an extended period of time. It lowers the air temperature by 14 to 16 degrees depending on the day. I live in a low humidity area, so it will work better for me than for someone in a humid area. My neighbor got one after seeing mine. She sits in one place and watches TV and crochets. Perfect for both of us. I would not buy it expecting it to lower the temperature in the room. It really doesn't do that. I am thinking about getting one for my bedroom to blow directly on me while I sleep. The water would not last 8 hours, but I don't usually sleep but 5 or 6 and it might make that. Again, faster water usage in dry humidity.
