What does it every time i turn on the camera it keeps saying format tf card but the card is in place and it keeps saying memory full but i jus got it

New card must be formatted before using. Insert card in camera. Turn camera on. Press the mode button to enter system settings. Press down button until enter format. Press yes to format.

Is there a live camera feed through your phone or only records video?

You can do live view OR record, you can't do both. An SD card will take away the live view capability. The seller will come back with some smart a** comment about it's not a webcam (because they seem to think only webcams can do this?), instead of telling you their equipment is cheap and faulty.
