Q: What are the dimensions of this item for sizes L & XL? would like to know b4 ordering. will it fit 5'9 person?

I am 6'-2" and the XL works great for me. I think the L might be tight for you.

Q: Would this be good for foliar sprays? How water resistant is it?

Meh. The back panel is cotton, so it isn’t water resistant at all. The front is a bit better, but the Velcro is incredibly flimsy. I wouldn’t buy it again.
