Q: They are smaller than my cookie sheet, can I put one on top of the other to create a larger one or will the bottom part create too much heat?

I have overlapped them about 2 inches without any problem.

Q: is it safe to keep the mat on Convection Toaster Oven (top)?

Since it's oven safe to 480*F, the outside of your toaster oven probably won't get hot enough to hurt it, especially if you rarely set it over 450. That said, I'd want to put it somewhere more protected from dust and splatters. In fact, I do; I keep them in the range drawer under the oven with the cookie sheets and sheet pans.

Q: Can you use these without a pan? Similar to putting parchment paper under a pizza?

They're pretty floppy. Sounds awkward. But probably safe. The racks won't be any hotter than the rest of the oven. Just keep it under 480*F.
