Q: What is the diameter of the holder? Can it hold a 9-inch pie tin?

The diameter looks to be about 6 and 1/4 to 6 3/8 just big enuf for a jiffy pop to sit snuggly

Q: It's only use with jiffy pop?

I used it only with Jiffy popcorn. FYI...it's a bit tricky to not burn bottom of the popcorn. Handle should be a bit longer, so hands don't get too hot to handle.

Q: Would this work with a Back to Basics/Whirly Pop type stovetop popcorn maker?

no as this is the holder for the jiffy pop popcorn. the back to basics goes in a pan to be popped. the jiffy pop popcorn is already made up.
