Boxes have had a makeover numbers are the same

Q: Can I use it on black hair to get get an ashy blonde tone

Doubt it. You need to slowly bleach your hair 2-3 times then apply this colour.

Q: Is it contained oxydant? Or should I buy Oxydant separately?

You have to buy developer separately. I use wella volume 30 , 6% developer.
