is this instrument easy to restring for left handed players?

Based on acoustic and electroacoustic guitar experience - when the tuning head is symmetrical, there's usually no problems restringing a RH instrument to LH. It's when to tuning head is asymmetrical like Stratocaster and clones it gets awkward and proper LH conversion is a bit more involved that reversing the order of strings. Basically, if you restring it and do so restring in reverse order with instrument orientated as per RH use, so instead of lowest pitch strings being uppermost, restring so the high pair are uppermost, and work down until the lowest pair are at the bottom, when you rotate the instrument as a LH (by design) instrument would be played, the strings are then in the right order. That's how I restrung a RH Washburn 12-string and a generic resonator guitar to LH (like most acoustic and electroacoustic instruments, they have symmetrical tuning heads). Ditto, the same method worked fine on a ukelele. Now it shouldn't feel any different afterwards, ditto with most string instruments with symmetrical bodies and symmetrical tuning heads but remember that the pick guard on what was an RH instrument will be on the wrong side, when rotated LH, so you've a choice of trying to move it over or ditch it entirely - I usually ditch them on past conversions where present as I find them a pain anyway. I've not done a mandolin, yet, but the rule of thumb about restringing for LH should be solid on a mandolin. I'm contemplating buying the set this question relates to, so I guess I'll find out for certain if I do. Maybe someone who's done a LH restring on one will confirm my thoughts.

Is it normal for these to buzz inside? Im pretty certain its not the action as the frets are all clear of the strings.

This is not something I've ever noticed, make sure the tail piece and pick guard are not loose in any way. I have a uke that sometimes does this, but it's usually down to me holding it too close to me and the sound not being able to resonate properly!

No. It is acoustic so no amp needed. Its quite loud enough.

Why will this mandolin nog stay in tune?

Secret is to persevere, although I agree it is frustrating. Strings will go in and out of tune for a while as they bed in.
