Can that shelf hold over 5.5kg cat?

yes, if you put it up right, i.e the opposite way of the picture! and he doesnt jump up and down too much!! not really big enough for even the tiniest tabby to sleep on though. They are a bit longer than a a peice of A4 paper and about half the width. i used mine for spice racks and key holders.

Are the shelves fixed to the frame or just balancing on it?

My 5 shelves came unattached to the brackets. But you are supplied with 20 small screams so you can screw them onto the brackets.
